No, not by default. Hubfluence outreach sequences are built to prevent duplicate outreach, so a creator who was already messaged in a previous sequence will not get messaged again. If you deliberately turn off the "exclude creators already messaged" option when building a sequence, those creators can receive another message. The control is yours.
How duplicate prevention works
When a sequence runs, it checks each matching creator against everyone you have already contacted and skips the ones who were messaged in a previous sequence. That keeps your outreach clean, protects your account from looking spammy to TikTok, and stops creators from getting the same pitch twice.
When a creator can be messaged again
Each time you build a sequence there is an option to exclude creators you have already messaged. Leave it on (the default) and nobody gets a repeat. Turn it off and the sequence is allowed to message creators again, which is useful when you are running a genuinely new offer or product and want to re-engage your whole target pool. You can also maintain blacklists of creators you never want contacted.
