TikTok rebuilt creator outreach limits in October 2026. The cap is set by TikTok, not Hubfluence, and it now works per creator level instead of as a single weekly number. Here is exactly how it works.

TikTok sets a weekly limit on how many new, unconnected creators you can message, and it is now set per creator level. L0 and L1 creators (Bronze and Silver) are unlimited for every seller, including a shop at $0 GMV. L2 through L7 draw on a weekly allowance based on your last 30 days of GMV, plus a bonus you unlock by ranking in the top 20% of your GMV tier for outreach effectiveness. Limits reset every Sunday at 12 PM (GMT-7).
What changed
The old system gave every new shop a one-time Starter Pack of 1,000 invites, then dropped you to a single weekly number that scaled with GMV and sat at zero if you had no sales. That is retired. Three things are different now:
Limits are split by creator level, so you get a separate allowance for L0 to L1, L2, L3, and L4 to L7.
L0 and L1 creators are unlimited for every seller at every GMV tier.
A new effective outreach bonus raises your higher-level allowances when your invitations convert into creator posts.
How the limit is calculated
Your weekly outreach limit is the sum of two parts: a base limit set by your 30-day TikTok Shop GMV, plus an effective outreach bonus set by your 14-day outreach effectiveness. Both update every Sunday at 12 PM (GMT-7), and unused outreach does not carry over.

Higher GMV tiers get more outreach to higher-level creators. L0 and L1 are unlimited in every tier.

The effective outreach bonus
TikTok measures how many of your invitations turn into creator posts over the trailing 14 days and ranks you against other sellers in your GMV tier. Land in the top 20% and you get extra outreach the following week, on top of your base limit.

Because the bonus is earned on conversion quality, sending invites to creators who will never post now costs you twice. It burns the spot and it drags down the score that would have bought you more spots next week.
What counts against the limit
Only first-touch invites to creators you have never contacted use a spot.
An invitation plus a follow-up to the same unconnected creator in the same week still uses one spot. The cap counts creators reached, not messages sent.
Creators who have messaged you, replied to you, or added your products to their showcase or videos are connected and do not count.
Unused quota does not carry over to the next week.
