Sample requests do not sit in your queue indefinitely. There is a clock on them, and a second clock starts the moment you say yes.

You have seven days to review a free sample request on TikTok Shop. If you have not approved or declined it by then, the system cancels the request automatically. Approving starts a second seven-day window, this time to ship the product from Seller Center.
What happens when the window closes
The request is cancelled by the system, not by you. The creator is not told you were too busy, they just see a request that expired.
There is a cost beyond the lost sample. A creator whose request expires has to wait 30 days before they can apply for that product again. The same 30-day wait applies to a request you actively disapprove. A creator who withdraws their own request can reapply immediately.
So an expired request is not a neutral outcome. It removes a creator who wanted your product from your funnel for a month, and it is the one outcome where nobody made a decision.
The clocks that run after approval
Approving is not the end of the timeline. Three more deadlines follow.
Seven days to ship. Once you approve, you have another seven days to get the product out from Seller Center.
Fourteen days for the creator to post. Free sample creators are required to post content within 14 days of receiving the product.
One seven-day extension. Creators who cannot make the 14-day deadline can request a single extension from the sample order details page, which gives them seven more days.
Refundable samples work differently
The seven-day review window applies to free samples, the ones you approve individually. Refundable samples do not need seller approval at all, so there is no review clock for you to miss. Eligible creators buy the product and get refunded once their content meets the criteria, and they have 90 days to meet it before the order becomes a regular purchase.
If your review queue is the bottleneck, refundable samples remove you from the critical path entirely.
How to stop losing requests to the clock
The seven-day window is generous until volume arrives. Once outreach is working, requests come in faster than anyone wants to review them by hand, and the ones that expire are rarely the ones you would have declined. They are just the ones nobody got to.
